Old Kings Force Main Addition

Work is underway on the Old Kings Road Force Main Addition project. In February, construction zones are being prepared, equipment is being staged, and directional drilling is beginning for the new force main. Excavation activity and temporary lane shifts may be noticed. Drivers are urged to use caution in construction areas.

Nearly one year after beginning construction, the City of Palm Coast’s London Waterway Expansion project is now complete. The project, located between London Dive and Leaver Drive, aims to increase stormwater storage capacity and provide natural beauty to the city’s ‘L’ and ‘B’ sections. The milestone was commemorated with a ribbon-cutting ceremony at the location on Thursday, February 27, 2025.

The project began with the creation of a new 13-acre lake designed to enhance flood storage and reduce peak flood elevations in the city’s London Waterway. This lake will also improve water quality in receiving waters through stormwater treatment. Additionally, approximately 250,000 cubic yards of soil excavated from the site will be repurposed for use at the city’s new Maintenance Operations Center, located off US1 near Matanzas Woods Parkway.

“The London Waterway Expansion Project is unique in that it helps provide environmental benefits to our community, while also providing a beautiful aesthetic for those that live in the area,” said Project Manager Andrea Mudryk. “It’s a beautiful area, and we hope that the local community is as excited as we are for the finished product.”

Aesthetically, the project brings two new walkable boardwalk docks to the area, creating a passive park environment that also includes new vegetation along the entire perimeter and two island areas featured at the project site. 

This project was made possible through a grant from the St. Johns River Water Management District, American Rescue Plan Act funds, and the city’s Stormwater Management fund.

Quick Update: London Waterway Expansion Project

The City of Palm Coast's Stormwater and Engineering department has initiated the London Waterway Expansion project to enhance stormwater management and water quality in the city’s London, Jefferson, and Belleaire waterways. The project, launched in November 2023, encompasses major excavation efforts across a 19-acre site situated between Leaver Dr. and London Dr.

Project Highlights:

• Excavation Site: 19 acres cleared and prepared.
• Water Storage: Creation of a 13-acre pond.
• Recreational Features: Two boardwalks extending into the pond and two tree islands.
• Environmental Enhancements: Natural vegetation planted along the perimeter for aesthetics.

This initiative aims to increase stormwater storage capacity and provide natural beauty to the city's "L" and "B" sections.

Project Notification: London Waterway Expansion

On November 21, 2023, Contractor’s from Custom Built Marine Construction, Inc. will begin mobilizing at the London Waterway Expansion Project site to begin excavation and construction of the London Waterway Passive Park (see map).

Beginning 11/21/2023 contractors will be present on-site Monday – Friday (no weekends or holidays) from 8:00 a.m. to no later than 6:00 p.m. Crews will begin with clearing and removal of trees and will then begin to excavate the “lake” which will require large machinery and trucks. This could generate a significant amount of noise during working hours. Trucks will be hauling a large quantity of dirt from the London Waterway project site to a location off US-1 and will be utilizing residential roads Leaver Drive, London Drive and Londonderry Drive. This phase of the project will take several months to complete, and residents can expect to see multiple large trucks per day passing through the area. Please reference the Hauling Route Map to see the route Contractor’s will be taking for dirt removal and disposal.

In the weeks leading up to the start of this project, you can expect to see crews on-site from Custom Built Marine Construction and Universal Engineering, Inc taking videos and doing survey work in preparation for official start of project on November 21st, 2023.

It is not expected that resident’s water, sewer, or electricity will be disrupted during construction of this project. Contractor’s and subcontractors will be particularly careful working in this area as to not disturb residents’ services for the duration of this project.

The City of Palm Coast is excited to announce the launch of a new pilot program by the Stormwater and Engineering Department to improve swale maintenance. Starting May 1, this initiative targets high spots in swales for selective regrading and resodding, avoiding full overhauls. The program focuses on enhancing infrastructure and services for residents. So far, progress includes:

• P Section: Spot regrading completed in May.
• R and W Sections: Full regrading accomplished in May.
• June: Ongoing spot regrading in the W section and full regrades in the northern P section.
• July Plans: Scheduled work for the B and L sections.

Crews have made considerable progress on the milling and resurfacing of Pine Lakes Pkwy despite inclement weather conditions throughout the week. Crews have completed one lane of nearly all of Pine Lakes Pkwy south between Belle Terre and Palm Coast Pkwy and will continue on to Pine Lakes Pkwy north next week.

Woodlands Ditch Maintenance

This week, crews from our Stormwater & Engineering department worked to provide special maintenance efforts in the Woodlands section of Palm Coast, providing much-needed enhancement to drainage in this area.
