Payment Plan Options
The City of Palm Coast Utility Department offers payment plans to help residents manage their utility bills.
- Plans are available for up to six (6) months.
- Each household may qualify for one plan per year.
- If a payment is missed, no additional agreements will be made.
To find out if you qualify, please submit a case through our online portal.

Agency Commitment FormHow YOU can Help
There’s something special we can all do for one another in Palm Coast. Many of our neighbors may be struggling to pay a utility bill — and you can make a difference.
The PLAN program gives every Palm Coast utility customer the opportunity to donate funds to help local residents in need.
How It Works:
- You can authorize the Utility Department to add a donation to your bill in any amount.
- Choose to give once or as often as you like.
- All contributions are administered by Flagler County Social Services, ensuring funds directly supports Utility bills for residents that are facing financial hardship.
Your generosity helps continue a long-standing partnership that began in 2004, when the City and Flagler County Social Services launched a $10,000 annual grant to assist residents in need.
If you’d like to join the effort, please submit a case through the online portal at Palm Coast Connect to request a donation setup—monthly or one-time. You may also mail a check to:
