Why are the canals not being lowered enough?


Answer

The canal water levels are lowered in a specific order to maximize the amount of water that is removed from the system. Canal are only lowered enough to make room for the anticipated rainfall. The City has no way to add water to the canal system once it is removed so only the necessary amount is removed.
