The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. The agenda for the City Council Workshop Meeting on Tuesday, January 13, 2026, at 9:00 a.m. will be as follows:

Presentations

The following presentations will be made:

  1. Hilltop Securities, Inc., Financial Advisor to the City of Palm Coast will present a market update on current long-term conditions as of January 2, 2026, and an overview of the Utility System Refunding and Revenue Bonds for the City’s upcoming Series 2026 Financing Plan.
  2. The Utility Department will present the Utility Five-Year Capital Improvement Plan (CIP) which totals $599M, funded by capacity fees, R&R transfers, grants and an upcoming $283M planned bond insurance. The five-year plan focuses on water, wastewater, and reclaimed services, with major projects including Wastewater Treatment Plant #1 expansion, raw water supply and well rehabilitation, Water Treatment Plant #1 upgrades, meter replacements, and PEP tank installations.
  3. The Parks and Recreation Department will present a proposal to establish a Parks & Recreation Advisory Board (PRAB). The board would consult with, advise, and provide recommendations to City Council, City Manager, and the Parks and recreation Department on matters related to arts, culture, history, recreation, park activities, and recreational space. PRAB would consist of seven City residents serving two-year terms, appointed and confirmed by City Council based on experience or interest.

The Community Development Department will present a process to transfer City-owned canal bulkheads to residents upon the property owner’s request. The process would require the resident to build a seawall within two years of the transfer or the property will revert to the City. The City would also retain a 20-foot easement from the property owner.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. Residents are encouraged to visit the Palm Coast City Council meeting webpage for the latest schedule and agenda updates.

In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week. Attending in person, tuning in live on the City’s YouTube channel, or reviewing meeting materials online are all great ways to stay informed and engaged in local government.
