City Council Workshop Meeting on May 13, at 4 p.m.

The Palm Coast City Council Workshop Meeting on Tuesday, May 13, at 4 p.m. will cover various topics such as the Traffic Calming Plan, Saltwater Canals, Residential Drainage Citizens Advisory Committee Update, Residential Stormwater Inspections, Commercial Vehicle Code review, Residential Exterior Colors, Backyard Chickens Pilot Program, Charter Review, and the City Manager brochure.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Workshop Meeting on Tuesday, May 13, at 4 p.m. will be as follows:

Presentations

The following presentations will be presented:

  1. The Stormwater & Engineering Department will present a Traffic Calming Plan, developed from a pilot study and resident survey results. The presentation will outline strategies to address traffic concerns and improve neighborhood safety. 
  2. The Stormwater & Engineering Department will present an update on the Saltwater Canal Project. The presentation will provide current information on the project's progress, goals, and next steps. 
  3. The Residential Drainage Citizens Advisory Committee will present an update. Formed in February 2024, the Committee was tasked with investigating residential flooding issues linked to new construction, identifying potential solutions, and exploring funding opportunities.
  4. The Community Development Department will present new process changes to improve residential stormwater inspections. This includes changes to site plans for stormwater design, stormwater plan review and inspections, lot grading and drainage certificates, and plan review and inspections, efficiencies, and service levels.
  5. The Community Development Department will present an overview of the City’s Commercial Vehicle Code in response to a request from City Council at the January 7, 2025, meeting.
  6. The Community Development Department will discuss a proposed ordinance to remove most restrictions on residential exterior colors, except for fuchsia, purple, magenta, and orange. 
  7. The Community Development Department will provide an overview of the backyard chickens pilot program that was presented in 2024, as requested by City Council at a recent meeting. 
  8. The City Attorney will present information and recommendations related to a Charter Review, as requested by City Council.
  9. The Human Resources Department will present the previous advertisement and brochure used in the recent City Manager search to seek direction from City Council on the educational requirements for the new advertisement and approval of the budget for advertising costs.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Proclamations and award presentations during evening business meetings will now begin at 5:30 p.m., 30 minutes before the meeting start time. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
