The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Business Meeting on Tuesday, October 7, at 6 p.m. will be as follows:
Proclamations
The following proclamations will be made:
- The City Administration will proclaim October 5-11, 2025, as Fire Prevention Week.
- The City Administration will proclaim October 6-10, 2025, as Customer Service Week.
- The City Administration will proclaim October 11, 2025, as NAACP “The Fierce Urgency of Now” day.

Ordinances Second Read
The following ordinances will be presented:
- The City Attorney will present an ordinance amending Chapter 42, creating section 42-7 of the Code of Ordinances providing for the use and operation of bicycles and powered cycles. City Council reviewed the item at their September 16, 2025, Business Meeting and has been updated per their direction.
- The Community Development Department will present an ordinance amending the 2050 Comprehensive Plan to incorporate the water supply facilities work plan. City Council reviewed this item at the August 19, 2025, Workshop Meeting.
Resolutions
The following resolutions will be presented:
- The Community Development Department will present a resolution to approve updated residential site development and stormwater review and inspection fees, including a 75% increase in residential stormwater permit fees to cover rising costs, with a separate Right-of-Way fee analysis to be completed by January to address the remaining budget needs.
- The Community Development Department will present a resolution to approve a new one-year agreement with the Flagler Humane Society, continuing animal shelter and care services with price adjustments, added oversight through quarterly meetings, extended termination notice to 180 days, required background checks for staff and volunteers, and an annual funding request for FY 25–26.
Consent
The following items will be presented for consent:
- The Stormwater and Engineering Department will present a resolution approving a contract with 15 Lightyears Inc. and a project contingency for the Palm Coast Community Center solar installation project.
- The Stormwater and Engineering Department will present a resolution approving a work order with Raftelis to conduct a financial feasibility study supporting the issuance of Series 2026 water and wastewater utility system revenue bonds, funded through the FY 2026 Utility Fund.
- The Community Development Department will present a resolution approving an amendment to the Interlocal Agreement for Public School Facility Planning to revise the student generation rate biennially instead of annually, reflecting rate stability and cost efficiency, with all other signatories having already approved the change.
- The Stormwater and Engineering Department will present a resolution approving a piggyback contract with the Virginia Sheriff’s Association and FireStationFurniture.com to purchase first responder supplies and equipment on an as-needed basis, streamlining procurement and ensuring cost efficiency through pre-negotiated terms and compliance with Florida law.
- The Public Works Department will present a resolution approving a piggyback contract with Sourcewell State of Minnesota and Ring Power to provide parts, equipment services, and specialty rentals for Citywide fleet operations, ensuring cost efficiency and streamlined procurement through pre-negotiated terms.
- The Information Technology Department will present a resolution approving a piggyback contract with the City of Mesa and CDW Government LLC to purchase IT equipment, software, licensing, maintenance, and supplies through July 2028, allowing the City to secure competitive pricing, modernize technology infrastructure, and streamline procurement using existing budgeted funds.

- The Utility Department will present a resolution approving a piggyback contract with JEA and Engineered Spray Solutions, LLC for sewer manhole rehabilitation through September 2026, enabling critical infrastructure repairs to reduce water infiltration, maintain regulatory compliance, and address aging systems.
- The Utility Department will present a resolution approving a work order with Connect Consulting, Inc. to rehabilitate public water supply well SW-141, restoring its capacity and efficiency through specialized cleaning and redevelopment, funded by the FY 2026 Utility Capital Projects budget.
- The Utility Department will present a resolution approving a master price agreement with Polydyne, Inc. to purchase liquid polymer for wastewater biosolids dewatering funded through the Utility Operations chemical budget.
- The Utility Department will present a resolution approving a sole source agreement with Environmental Equipment Services for the purchase of Smith and Loveless Vortex Grit Basin equipment to replace aging, nonfunctional grit removal systems, ensuring reliable wastewater treatment operations and supporting future capacity, funded through the FY 2026 Utility Capital Projects budget.
- The Public Works Department will present a resolution approving a piggyback contract with the City of Pompano Beach and Port Consolidated to provide a reliable, cost-effective fuel source for City fleet and equipment, streamlining procurement and ensuring competitive pricing, with expenditures expected to exceed $50,000 over the contract term.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that proclamations are scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week.
