The agenda for the City Council Business Meeting on Tuesday, March 17, 2026, at 9:00 a.m. will be as follows:

Proclamations

The following proclamations will be made:

  1. The City Administration will proclaim February 28, 2026, as Rare Disease Day. The day recognizes the millions of Americans affected by rare diseases, most of which have no approved treatments, and to support national awareness efforts.
  2. The City Administration will proclaim March 2026 as Developmental Disabilities Awareness Month. This month recognizes the contributions of people with developmental disabilities, raise awareness of the challenges they face, and encourage community support, inclusion, and advocacy.

Presentations

The following presentations will be made:

  1. The Engineering Department will present the results of a study on whether to reduce the speed limit on residential streets to 25 MPH. The presentation will include a summary of the analysis conducted by Kimley‑Horn and Associates, Inc., the estimated cost of installing new speed limit signs, and a heat map showing the areas with the highest number of accidents.

Appointments

The following ordinances will be presented:

  1. The City Council will appoint members and alternates to the Parks and Recreation Advisory Board (PRAB). Staff received nine qualified applicants. The City Council created PRAB to give recommendations on arts, culture, recreation, parks, and open space. The board will have five members and two alternates, all city residents, chosen for their experience or interest.

Ordinances First Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance seeking approval to rezone 10.44 acres on the north side of Hargrove Grade from Light Industrial and Warehousing (IND-1) to Heavy Industrial (IND-2). Hard Rock Materials Inc. wants to develop a parcel with a proposed concrete batch plant. The site is in Hargrove Industrial Park, already designated Industrial on the City’s Future Land Use Map (FLUM).

Resolutions

The following resolutions will be presented:

  1. The Finance Department will present a resolution to approve the Annual Comprehensive Financial Report for the Fiscal Year ending September 30, 2025, conducted by the City’s independent auditor, Mauldin & Jenkins, LLC.
  2. The Utility Department will present a resolution to approve a contract with PBM Constructors, Inc., for a Water Treatment Plant 1 (WTP 1) wellfield expansion. WTP 1 needs more wells to increase water production and give existing wells time to recover as Palm Coast’s water usage continues to increase. The city received seven bids, with the lowest bid submitted by PBM Constructors, Inc., at $1,106,750. The project is already funded through the City’s Utility Capital Improvement Plan. 
  3. The Stormwater and Engineering Department will present a resolution to approve expenses for the 2 Utility Drive modification project in the amount of $1,675,000. This facility serves as the hub for the operations, inventory, and administrative functions of the Utility Department. The project would be funded utilizing a portion of the current budget year's Utility transfer to the Capital Projects Fund for the Maintenance Operations Center (MOC) Project.

Consent

The following items will be presented for consent:

  1. Resolution approving repealing resolution 2025-41, vacating certain streets located as provided for in the plat of Palm Coast Park as recorded in official records book 3022, page 1145 of Flagler County. 
  2. Resolution 2026-xx designating an administrative authority to receive, review, and process the plats or replats submitted, including designating an administrative official responsible for approving, approving with conditions, or denying the proposed plats or replats submitted to the City of Palm Coast. 
  3. Resolution 2026-xx approving vacating certain streets located as provided for in the plat of Palm Coast Park, tracts 18 and 20, recorded in the official records of Flagler County in official records map book 37 page 32.
  4. Resolution 2026-xx approving a right-of-way map for the Matanzas westward expansion project
  5. Resolution 2026-xx approving the submission of a Florida Inland Navigation District waterways assistance program application for design services associated with the improvements to the acquired waterfront property
  6. Resolution 2026-xx amending resolution 2025-72 relating to piggybacking the Florida Sheriffs Association contract no. FSA25-TRS27.0 with Boulevard Tire Center

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are scheduled for this specific meeting and will begin at 9:00 a.m. inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
