Ordinances First Read
The following ordinances will be presented:
- The Community Development Department will present an ordinance to expand access for Mobile Food Dispensing Vehicle and Temporary Commercial Kitchens (Food Trucks) by permitting them beyond events, including accessory uses to businesses. After public input from Food Truck Vendors who operate within Palm Coast city limits, the Planning Board recommended approval with changes, removing a six-hour catering limit and applying existing noise rules. The City of Palm Coast currently complies with Florida Statute §509.102 which prevents cities from banning food trucks by allowing them at special events.
Resolutions
The following resolutions will be presented:
- The City Administration will present a resolution to accept a $55,000 donation from the Town Center at Palm Coast Community Development District with the purpose to create a dedicated food truck vendor area adjacent to the Stage. The area includes 9,600 square feet of paved area providing space for up to eight vendors, a seating area, and space for customers to stand in line.
- The Community Development Department will present a resolution to approve revisions to the Affordable Housing Advisory Committee (AHAC) Bylaws. The revisions were initially voted on by AHAC in September 2025 to reflect statutory changes and clarify its joint County-City structure. Key updates include an annual report instead of every three years, elected officials as voting members, oath requirements for City appointees, clearer rules on virtual attendance, stronger conflict-of-interest provisions, mandatory public hearings, and reaffirmed advisory authority.
- The Community Development Department will present a resolution to approve the 2025 Annual Affordable Housing Incentives Report for the State Housing Initiatives Partnership (SHIP) Act. Florida law requires the Affordable Housing Advisory Committee (AHAC) to review and recommend strategies to promote affordable housing. SHIP is a joint program; both the Board of County Commissioners and City Council must approve the incentives. AHAC’s reviewed 11 incentive strategies.
- The Palm Coast Community Development Department and the Flagler County Health and Human Services Department will present the 2022-2023 State Housing Initiative Partnership (SHIP) Annual Report. The SHIP Program helps Florida communities create and maintain affordable housing. Completing the 2022/2023 SHIP Annual Report is a requirement to keep receiving state funds for local housing programs. During the Fiscal Year 2022-2023, the SHIP program assisted 33 households throughout Flagler County, 26 of those in Palm Coast, with an estimated economic impact of more than $4.6 million. The targeted group assisted include senior Veterans, school employees, and healthcare workers.
- The Finance Department will present a resolution to authorize and approve the issuance and sale of up to $330 million in Utility System Refunding and Revenue Bonds, Series 2026. The money would be used for utility system improvements and potentially refund the City’s 2021 bonds for cost saving. Proceeds will fund projects outlined in the Utility Five-Year Capital Improvement Plan. Closing on the Bond is expected in April 2026.
Consent
The following items will be presented for consent:
- The Information Technology Department will present a resolution to approve an Option and Ground Lease Agreement with Diamond Towers V, LLC for the construction of a telecommunications tower at 1385 Rymfire Drive. The tower would accommodate at least four carriers. The existing tower would be removed at no cost to the City of Palm Coast.
- The Information Technology Department will present a resolution to approve an Option and Ground Lease Agreement with Diamond Towers V, LLC for the construction of a telecommunications tower at 350 Sesame Boulevard. The tower would accommodate at least four carriers.
- Parks and Recreation will present a resolution to establish the Parks and Recreation Advisory Board (PRAB). The Board would consist of residents to provide advisory recommendations on parks and recreation priorities, projects, and initiatives, guided by the Parks Master Plan. Each member must be confirmed by the City Council and would serve a two-year term.
- The Stormwater and Engineering Department will present a resolution to approve a Florida Department of Transportation (FDOT) Construction Agreement for swale system construction and maintenance behind lots located on Woodside Drive and Woodlawn Drive. behind lots located on Woodside Drive and behind lots located on Woodlawn Drive.
- The Stormwater and Engineering Department will present a resolution to approve a Florida Power & Light (FPL) agreement and the cost for the relocation of FPL transmission poles for the Old Kings Road widening project, Phase II. On February 4, 2025, Council approved a deposit in the amount of $229,792.00 for the relocation project. FPL determined the total cost for relocation to be $689,582.56. City Staff is requesting approval an agreement and remainder of cost in the amount of $459,790.56.
- The Finance Department will present a resolution to approve an Indemnity Agreement with the former acting City Manager and current City Manager.
- The Utility Department will present a resolution to approve a Sole Source Agreement with Alpha General Services, LLC for parts and pieces needed to make repairs to the PEP System.
- The Engineering Department will present a resolution to approve a piggyback contract with Houston-Galveston Area Council with Fonroche Lighting American, Inc. for solar lighting equipment and service on an as-needed basis.
- The Community Development Department will present a resolution to approve the process of the purchase and sale agreement of City-owned canal bulkheads to residents of the adjoining property.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that proclamations are not scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
