Ordinances Second Read
The following ordinances will be presented:
- The Community Development Department will present an amendment code of ordinances to allow residents to keep chickens in their backyard with limitations by creating a new Chapter 8, Animals, Article III, Backyard Chickens, Section 8-100, General Conditions for the Keeping of Backyard Chickens; and amending the definition in the Unified Land Development Code Section 14.02 Glossary relating to chickens. The city implemented a Backyard Chicken Pilot Program in May 2025, allowing residents to own up to four chickens (no roosters) in a chicken coop.
- The Community Development Department will present an ordinance to establish the creation of the Recovery Residence Ordinance in accordance with the Florida Senate Bill 954 (2025). The governing body of each county or municipality must establish a clear process for reviewing and approving certified recovery residences within its area. The process needs to be in place by January 1, 2026. A certified recovery home is a residential facility providing a safe and structured living environment for individuals recovering from substance use disorders.
Resolutions
The following resolutions will be presented:
- The Community Development Department will present a resolution to establish the permit fee for the allowance of backyard chickens.
- The Community Development Department will present a resolution designating the Palm Coast Strategic Employment Zone (Tract 17) as a Brownfield Area for Economic Redevelopment in accordance with section 376.80, Florida Statutes. The proposal would enhance the eligibility of a 103-acre city-owned site near U.S. 1 and I-95 for state economic development funding to support public infrastructure improvements, including roads, utilities, and stormwater systems. This will be the second hearing of this resolution.
- The Finance Department will present a resolution to approve a professional administrative services contract with NBS Government Finance Group for professional administrative services related to the annual assessment of the Old Kings Road Special Assessment tax district.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that proclamations are not scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. Residents are encouraged to visit the Palm Coast City Council meeting webpage for the latest schedule and agenda updates.
In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week.
