Removal of Surfacing Material to Begin at Holland Park Splash Pad

In order to further repair efforts at the Holland Park Splash Pad, the City will remove the “poured-in-place” or “PIP” surface material currently installed at the splash pad.

Beginning Monday, August 22, 2022, visitors to James F. Holland Memorial Park may notice activity at the Splash Pad. In order to further repair efforts, the City will remove the “poured-in-place” or “PIP” surface material currently installed at the splash pad.  The removal process will allow the City to better understand potential failures and damages at the site, and understand the extent of needed repairs. The work is expected to take several weeks. 

The splash pad was closed in the Fall of 2021 due to safety hazards. Martin Aquatic Design and Engineering is currently conducting a thorough assessment of the splash pad and working on repair plan. The removal of the surfacing along with the assessment of the park is part of this process. 

The City has notified the Parties involved in the original design and construction of the splash pad, and the Parties are working together to understand why the splash pad is not performing properly and how to resolve this matter effectively.  

At the conclusion of the assessment process, a detailed report outlining the assessment and evaluation of the conditions of the splash pad will be presented to the City, as well as the extent of repairs required to safely re-open the splash pad. This report will be presented at a City Council meeting, tentatively scheduled for October/November 2022. 

All contractors and sub-contractors involved in the project were served with Notices of Claim pursuant to Florida State Statutes Chapter 558 in April 2022. Mediation is expected to occur in October 2022. 

The City recognizes the inconvenience this causes to families, however, the City’s priority is to provide a safe and enjoyable experience at all parks. The City is committed to working with community professionals to develop an efficient, comprehensive repair to the splash pad so it may be used for its intended purpose and serve the community at large.

Holland Park remains open for all other recreational activities. This includes the expansive playground, sports fields, dog park, tennis and pickleball courts, covered pavilions, shuffleboard and bocce ball courts, sand volleyball court, basketball courts, and more.
