Palm Coast City Council Business Meeting on Tuesday, June 7 at 6 p.m.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

A business meeting will take place beginning at 6 p.m. on Tuesday, June 7, 2022. Details of the items on the agenda are listed below.

• The Palm Coast City Council will present a proclamation declaring June 9, 2022 as Tag V. Bear Recognition Day. The TAG V. Bear Foundation is the ultimate model of benevolence in Palm Coast, providing more than $50,000 in products, services and monetary contributions to local agencies such as Abundant Life Ministries, the Hope House, Angel Trees, SMA Foundation, Teens-in-Flight and the Flagler County Education Foundation’s Stuff-the-Bus.
• The Palm Coast City Council will present a proclamation declaring the week of June 6, 2022 as Code Enforcement Appreciation Week. Code Enforcement Officers provide for the safety, health, and welfare of the citizens in this community through the implementation of building, zoning, housing, animal control, fire safety, environmental codes and ordinances. They are dedicated, well trained, and highly responsible individuals who take their jobs seriously to ensure that our community buildings, streets, homes and landscape are constructed and maintained to the highest level of standards that we anticipate and expect.
• The Flagler County Emergency Manager will provide a Storm Readiness presentation as June begins Hurricane Season. The presentation will go through county and city initiatives to prepare, as well as what to do should a storm head towards the area.
• Palm Coast City Manager Denise Bevan will present participants of the 2021-2022 LITE Team (Leadership in Training Experience) with graduation certificates for their efforts in successfully completing their project for the year. The LITE Team brings management and employees together to work creatively on projects not normally undertaken as routine employee functions. This year’s project focused on redesigning the employee evaluation program utilized throughout the City. The newly designed program will allow for more interactions between employees and their supervisors in order to encourage constructive dialogue throughout the year and implement succession planning for the future.
• MetroNet will provide a presentation on their construction schedule and customer service model. MetroNet provides customers with focused, cutting-edge, 100% fiber-optic internet. It current serves 250+ communities in 15 states. Construction in Palm Coast is beginning now.
•  The Stormwater & Engineering Department will present a resolution to approve piggybacking the Collier County contract with Martin Aquatic Design & Engineering for professional aquatic design and engineering services. This contract will assist with next steps for the Holland Park Splash Pad discussion that was brought to City Council on April 12, 2022.
• The Community Development Department will present a resolution to approve Crest Town Center Multi-Family Master Site Plan. The applicant has submitted an application proposing 251-unit multi-family community located on 10.20 +/- acres along the south side of Brookhaven Drive. The property is part of the Town Center Development of Regional Impact and Master Planned Development.
• The Community Development Department will present an ordinance for Ryan’s Landing Rezoning. This item was first heard at the May 17, 2022 City Council Business Meeting. Ryan’s Landing LLC is proposing a modification to the existing Master Planned Development Agreement to rezone 27.79 +/- acres of vacant land located about 0.75 miles west of Belle Terre Parkway and 0.2 miles north of Royal Palms Parkway to change from a 64 lot single-family subdivision with a 5-acre City park to a 95 lot single-family subdivision with amenities. The Agreement has been updated to reflect Council’s recommendation, as shown through strikethrough for deletions and underlining for additions.
• City Council will appoint one member to the Oversight Committee. The Interlocal Agreement (ILA) calls for the establishment of an Oversight Committee to be composed of 3 members from the School Board and 2 elected officials from each signatory municipality. This committee coordinates on planning for school facilities and matters related to the impacts of development on school facilities.

The following items will be presented as consent items for approval:

• Resolution approving the 2022 FIND Grant for the Intercostal Waterway Cleanup Annual Event.
• Resolution approving a master service agreement with SBA Edge for Data Center Services.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes. Speakers are highly encouraged to fill out a comment card, located on the table near the entry, in order for City Staff to follow-up on the topics discussed during public comment.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
