Palm Coast City Council Approves Design Services for Town Center Boulevard Improvements

At the April 7 City Council Business Meeting, the Palm Coast City Council approved a work order to begin design services for planned improvements along Town Center Boulevard, marking a key step toward addressing traffic congestion and enhancing roadway safety in one of the city’s busiest corridors.

The approved work order authorizes the City to partner with RS&H to develop engineering plans for a series of roadway and intersection improvements along Town Center Boulevard, including areas near Royal Palms Parkway and Lake Avenue.
RS&H is a nationally recognized engineering, architecture, and consulting firm with extensive experience in transportation design and infrastructure projects across Florida and the United States. The firm has supported a wide range of roadway and mobility improvements, bringing technical expertise and a proven track record in delivering complex projects from design through construction.
The project is focused on improving traffic flow and safety in a corridor that experiences increased congestion during peak travel times, particularly during school drop-off and pick-up hours. Proposed improvements under evaluation as part of the design phase include roadway widening, intersection upgrades, and potential roundabout enhancements.

The design services approved by City Council total approximately $675,000 and are funded through the City’s Capital Improvement Program (CIP). These funds support the development of detailed construction plans, engineering analysis, and permitting coordination necessary to move the project forward.
“This is an important step in addressing traffic issues in a key area of our community,” said Mike McGlothlin. “We hear our residents, and we’re committed to taking action in a thoughtful and meaningful way. This decision by our City Council and the groundwork done by our dedicated staff reflects a shared commitment to improving safety and mobility while responding directly to the needs of our community.”
During the design phase, engineers will further evaluate traffic patterns, roadway conditions, and long-term needs to refine the scope of improvements and determine the most effective solutions for the corridor.
Design work is expected to begin following final execution of the work order, with timelines for construction to be determined upon completion of the design and future City Council approval.
