The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

Consent

The following items will be presented for consent:

1. The Parks and Recreation Department will present a resolution to approve an amendment to the naming of Public Facilities Guidelines.
2. The Community Development Department will present a resolution to approve the Community Development Block Grant (CDBG) Federal Fiscal Year (FFY) 2026 (FY 2026/27) Annual Action Plan.
3. The Stormwater and Engineering Department will present a resolution to approve utilizing unused, pre-approved funds from the Indian Trails Sports Complex (ITSC) Parking Expansion Project for additional items at ITSC, and to advance the construction of additional sitework and parking at the Southern Recreation Center (SRC).

Appointments

The following presentations will be made:

1. The City Administration will appoint one member to the Volunteer Firefighters Pension Board.
2. The City Administration will appoint members to the Code Enforcement Board.
3. The City Administration will appoint members to the Planning and Land Development Regulation Board.

RECESS CITY COUNCIL AND CONVENE THE SR 100 CORRIDOR CRA BOARD

1. The Community Development Department will present a resolution to approve a Purchase and Sale Contract with Sanders Trust LLC for 8.5 acres in the Whispering Pines Area of the SR Community Redevelopment Area

Resolutions

The following resolutions will be presented:

1. The Community Development Department will present a resolution to approve the Purchase and Sale Contract with Sanders Trust LLC for the State Road 100 Corridor Community Redevelopment Area 8.5 acres of land. City Council is considering approval of a purchase and sale contract for 8.5 acres in the SR 100 CRA, previously identified for redevelopment after removing blighted properties. Sanders Trust’s proposal, chosen as the top bid, includes building a $31 million, 36‑bed ClearSky Health inpatient rehabilitation hospital with 100+ jobs. The negotiated sale price is $1.7 million, contingent on Sanders Trust also securing the final remaining parcel.
2. The Finance Department will present a resolution to set a proposed Maximum Millage (TRIM) Rate and setting the first (tentative) Budget Hearing Date, Time, and Location for the Fiscal Year 2027 Budget. Staff are proposing a maximum millage rate of 4.2296 mills, a 2.20% increase from the rolled-back rate of 4.1387. If approved, the first budget hearing would be held on Wednesday, September 9, 2026, at 5:15 p.m., at the Palm Coast City Hall – Jon Netts Community Wing located at 160 Lake Ave., Palm Coast.
3. The Community Development Department will present a resolution to approve the Nuisance Abatement Initial Assessment. City Council received a presentation on the item at the July 14, 2026, Workshop Meeting. No changes have been made to the item.
4. The Community Development will present a resolution to approve an amendment to the Downtown Urban Core Improvement Grant Program (DUCIG). Staff has identified several necessary amendments to strengthen the program’s success. The proposed updates include requiring an executed lease agreement, extending the sunset date, adding clarifying definitions, and expanding the list of eligible business types for funding.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are scheduled for this specific inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
