The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. The agenda for the City Council Business Meeting on Tuesday April 21, 2026, at 9:00 a.m. will be as follows:
Proclamations
The following proclamations will be made:
- The City Administration will proclaim May 2, 2026, as Arbor Day in Palm Coast. The holiday was first observed in 1872 with more than a million trees planted in Nebraska. By 1920, more than 45 states and territories celebrated Arbor Day.
- The City Administration will proclaim Aprill 2026 as Autism Awareness Month. The campaign is dedicated to increasing understanding, promoting inclusion, and celebrating neurodiversity, and gained official recognition in 1988.
- The City Administration will proclaim April 2026 as Volunteer Appreciation Month. It’s a time dedicated to recognizing the powerful impact volunteers make through their selfless service.
- The City Administration will proclaim April 2026 as Sarcoidosis Awareness Month. Sarcoidosis is a rare, multi‑organ inflammatory disease that can be debilitating and, in some cases, life‑threatening, affecting an estimated 175,000 people in the United States.
- The City Administration will proclaim April 25, 2026, as Celebrate Trails Day. Celebrate Trails Day encourages people to get outside and enjoy the more than 130 miles of trails Palm Coast has to offer to support health, recreation, and community connection.
Presentations
The following presentations will be made:
- The Finance Department will present the Year‑to‑Date Budget Overview for operating departments for Fiscal Year 2026, covering October through March. City Council adopted the Fiscal Year 2026 budget on September 24, 2025, totaling $696,444,327.

Ordinances First Read
The following ordinances will be presented:
- The Finance Department will present an Ordinance to Repeal and Replace Charter 2, Article 1, Division 3 of the City of Palm Coast Code of Ordinances. The Finance Department will present proposed updates to the City’s Purchasing Policy, last revised in 2021, which include adding a definitions section, updating solicitation thresholds to reflect best practices, allowing cooperative purchasing programs, and adding a suspension and debarment process.
- The Community Development Department will present an Ordinance to approve an amendment to the 5th Amendment to the Palm Coast Park Master Planned Development (MPD) Agreement Application #6431. The applicant is asking to change the approved development plans for Tracts 16 and 17A. The change would allow the building of single-family homes instead of previously approved townhouses, and add new development standards such as minimum lot sizes, lot widths, and garage requirements.
Resolutions
The following resolutions will be presented:
- The Community Development Department will present a resolution to The State Road 100 Corridor Community Redevelopment Area (CRA) Board to establish a Vertical Development Incentive Program (VDIP) within the SR100 Corridor CRA. The VDIP encourages new multi‑story projects in the SR100 Corridor before the CRA ends in 2034. Developers receive incentives only after their project is built and generating new tax revenue. No public money is paid upfront, and the program includes safeguards to protect CRA funds.
- The Human Resources Department will present a resolution to approve a comprehensive compensation and benefits study with Evergreen Solutions, LLC. City Council first discussed this item on April 7, 2026, and postponed it to the April 21, 2026, meeting. No changes have been made since that discussion. Evergreen Solutions was selected through the City’s competitive proposal process. This study supports the City’s goal of strengthening workplace culture and ensuring competitive pay for employees.
- The Community Development Department will present a resolution to approve a technical site plan – Tier 3 U-Haul Storage Facility, Application #5979. An applicant is requesting approval for Phase 1 of a new mini-warehouse and RV storage facility. This phase includes two storage buildings, with the larger providing about 950 units.
Consent
The following items will be presented for consent:
- The Community Development Department will present a resolution to approve a contract for purchase and sale with U-Haul Co. of Florida for future Right-of-Way.
- The Stormwater and Engineering Department will present a resolution to approve a Florida Department of Transportation (FDOT) State-Funded Grant Agreement for the Palm Coast Parkway Extension Loop Road Phase 3 Project.
- The Public Works department will present a resolution authorizing a Memorandum of Agreement (MOA) between the City of Palm Coast and the Florida Department of Transportation (FDOT) for the maintenance of state road rights-of-way by the City.
- The Stormwater and Engineering Department will present a resolution to approve piggybacking the Texas BuyBoard National Cooperative Contract (#795-26) with Iteris, Inc. for traffic signal systems and safety barrier products as needed.
- The Information Technology Department will present a resolution to approve piggybacking the Sourcewell State of Minnesota and Samsara, Inc. contact #102924-SAM for fleet and equipment GPS monitoring services.
- The City Administration will present a resolution to amend the Mayor and City Council meeting policies and procedures.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that proclamations are scheduled for this specific meeting and will begin at 9:00 a.m. inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week.
