James F. Holland Memorial Park is a regional destination for fitness, fun, and friends, offering 26 acres of diverse recreational amenities. The park features a walking trail, playground, bocce, shuffleboard, basketball, sand volleyball, tennis, pickleball, sports fields, dog park, splash pad, and covered pavilions. It is also home to the Palm Coast Historical Society Museum.
A 3/4-mile walking trail runs along the park's perimeter. Explore the unique playground themed after the Bulow Plantation Sugar Mill, complete with coquina rock structures featuring slides, bridges and ladders, a climbing wall, a zip line, an archeological digging area, sandpit, treehouse, metallophone, ADA accessible rocker, sail shades, and seating areas. This park is also the home to the Palm Coast Historical Society headquarters, where you can learn more about the history of Palm Coast and the significance of the Bulow Plantation Sugar Mill. Play with your pups at the 1.5-acre Dog Park. A secure entry to the 1.5-acre Dog Park will open onto two separate play areas, one for large dogs and one for small. Wash-down stations are also available.
The facility has three tennis courts and one junior-sized tennis court with LED lighting that are striped for pickleball as well, two shuffleboard courts, two basketball courts, two bocce ball courts with LED lighting, two horseshoe pits, a sand volleyball court, two large multi-purpose sports fields, and 10 covered pavilions. The two baseball fields include bleacher shade coverings for added comfort.
Pickleball nets may be rented at no charge for use at the tennis/pickleball courts. They can be rented at the Palm Coast Community Center, 305 Palm Coast Parkway NE.
James F. Holland Memorial Park is home to a state-of-the-art splash pad. Boasting 11,000 sq. feet, each zone of the splash pad has been strategically designed to represent local ecosystems and wildlife. The Shore zone, designed for kids of all ages, depicts the coastal ecosystems with realistic sea animals for the spray features, including dolphins, an octopus, a right whale, and starfish. The Swamp zone, designed for ages 2-5, represents our local swamp ecosystems, namely Graham Swamp. This area is complete with lily pads, frogs, cattails, and yellow-bellied slider turtle spray features. Kids can run through the multi-colored spray hoops to get between the two areas of the splash pad. There is ample seating with multiple covered picnic pavilions as well as a coquina rock retaining wall. The splash pad spray features operate in a sequence. During operating hours, kids can gently push the activator button to start the spray sequence. When the sequence ends, press the button again for more fun! Everything included in the splash pad is meant to complement the theming, including the Life Floor surfacing, which immerses you in both zones. Life Floor is a certified aquatic play material. It provides a slip-resistant surface with added fall protection as compared to concrete. Please refer to the hours of operation section for the latest on splash pad hours, including regular preventative maintenance. Now make a splash!
Holland Park offers separate spaces for small and large dogs to play and socialize. We take great pride in keeping our parks in tip-top shape! This means performing regular maintenance. The Holland Park dog parks will close Mondays and Fridays from 7 a.m. to 11 a.m. for regular, preventative maintenance. Additionally, the large dog park will close on the second and fourth Friday of every month for the entire day to perform additional maintenance.

- Owners are responsible for their dog(s) at all times
- Use the park at your own risk
- Dogs must be up-to-date on shots and licensed by the City
- Dogs must be leashed while entering and exiting the park
- Dog waste must be cleaned up by their owners immediately
- Dog handlers must be at least 16 years of age
- Children under 13 years of age must be accompanied by an adult
- Aggressive dogs must be removed immediately
- Dog(s) should be under voice control
- The City is not responsible for toys and items left behind
- The following are not allowed
- Human and dog food and treats
- Puppies under four months old
- Glass containers
- Sick dogs
- Dogs in heat
The park is home to the Palm Coast Historical Society Museum. Founded in 2000, the Historical Society focuses on collecting and organizing the history of Palm Coast. The museum is open Wednesday and Sunday, from 1-3pm. In the museum, you will take a walk back in time and experience the reasons why Palm Coast was created. You will witness how Florida living appealed to so many people in the icy north and what life was like when they moved here.

Interested organizations may rent the pavilions, tennis/pickleball and sand volleyball courts, and multi-purpose fields for external events, gatherings, sports, etc. To reserve the patio, gazebo, or basketball court, please visit here. For field usage, please see the information under Permit Request Policy for Fields, Athletic Field Use Policy, and Tournament Policy. Reservations designated by the City of Palm Coast as a “Special Event” must adhere to the rules and procedures of the current Special Event Ordinance. This includes attending a Special Events Review Team (SERT) meeting. For more information, visit the External Events page.
Permits for tournaments and leagues/training must be made in advance by the following dates:
Fall – Mid August-November
- Tournaments: Request must be made prior to June 15
- Leagues/training: Request must be made prior to August 1
Winter/Spring – January-May
- Tournaments: Request must be made prior to November 1
- Leagues/training: Request must be made prior to December 15
Summer – June - Mid August
- Tournaments: Requests must be made prior to April 1
- Leagues/training: Request must be made prior to May 1
Once your permit is submitted and approved, the following documents must be submitted:
- Light Schedule: Due one week prior to the start of practice
- Participation numbers: Due one week prior to the start of game permits
The permit will be released two (2) days after participation numbers are received.
Please note that new and/or large-scale tournaments will need to attend a Special Events Review Team (SERT) meeting to ensure appropriate safety and logistics support.
Services listed below may be provided for an additional cost
- Parking Staff: Staff is available to assist with parking for an additional fee.
- Maintenance Staff: Staff is available to be on-site during the event for restroom and trash maintenance for an additional fee.
- Electronic Signage: At least 2 signs may be placed on major, adjacent roadways to direct participants and visitors to the designated parking lots for an additional fee.
- Vendors: The event host is responsible for food and equipment vendors. All vendors must comply with City permit/vendor requirements.
- Tents: Rental tents sized 12' x 12' or greater are allowed but require a tent permit obtained through the City of Palm Coast. The City does not rent tents.
- Emergency Medical Services: The Palm Coast Fire Department is available to provide on-site medical support for an additional fee.

The City of Palm Coast recognizes that youth and adult sports programs positively impact the community's residents. The Palm Coast Sports Alliance was initially created as part of the economic development plan Prosperity 2021, with the goal being to create opportunities to promote and expand sports, recreation, and leisure programs for our local citizens, market and attract sporting and recreational events for the positive impact on citizens, and assist with hosting sporting events.
The Sports Alliance has since evolved to encompass all of Flagler County, bringing together local athletic groups and better engaging the community.
