City Council Workshop and Business Meeting on Tuesday, December 14 at 9 a.m.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

A workshop followed by a business meeting will take place at 9 a.m. on Tuesday, December 14, 2021. Details of the items on the workshop agenda are listed below.

• The Planning Division will present an ordinance to establish the Seminole Palms Community Development District application. Seminole Palms is located on the west side of Seminole Woods Boulevard, south of the Flagler County Executive Airport and north of the Grand Landings community. The Seminole Palms Master Planned Development (MPD) was adopted by City Council on November 2, 2021.
• The Planning Division will present an ordinance to establish the Palm Coast 145 Community Development District. Palm Coast 145 is located on the northeast side of US Highway 1, south of Belle Terre Blvd. and west of Karas Trail. City Council adopted an ordinance in July 2021 that rezoned the subject land for the Palm Coast 145 single-family community.
• The Utility Department will present a resolution to approve an Interlocal Agreement with Flagler County, not to exceed $1,030,377, regarding Marineland Acres drainage and roadway improvements project. Flagler County is in the process of constructing road and stormwater improvements, as well as including the City’s potable water main relocations in the unincorporated area known as “Marineland Acres.” This area is located on the beachside and is served by the City of Palm Coast Utilities. The County is paying for the design costs and the construction engineering inspection services for water line relocations/replacements as part of the County’s contribution to the City’s Utility replacement.
• The Utility Department will present a resolution to approve an Interlocal Agreement with Flagler County regarding Utility infrastructure Improvements utilizing the American Rescue Plan Act. Flagler County has identified two areas of the barrier island community that the County would like to work with the City of Palm Coast and it’s Utility to make utility capital improvements to better provide services not presently available to property owners in the area. These projects consist of certain necessary improvements to the City’s water and wastewater utility systems in order to provide an adequate minimum level of service to areas of the barrier island, which are presently not served by centralized water and wastewater facilities.
• The Human Resources Department will discuss the City Manager Executive Search Firm Request for Proposals. A timeline for Council’s consideration and Council direction to move forward with the City Manager Executive Search firm RFP scope of services will be presented.

Details of the items on the business meeting agenda are listed below:

• The Seminole Palms Community Development District ordinance discussed during the workshop.
• The Palm Coast 145 Community Development District ordinance discussed during the workshop.
• The Planning Division will present a resolution to approve the Haven Technical Site Plan: Tier 3 application. The applicant submitted the plan application for a 205-unit residential rental project. The project is proposed on a vacant 68.54 +/- acres of land located on the east side of Central Avenue about 600 feet south of Market Avenue that extends eastward to the west end of Lake Avenue. Since wetland preservation areas comprise much of the land, the developable area is only 33.72 +/- acres which will make the net density 6.08 units/per acre. The Planning and Land Development Regulation Board recommends that City Council approve the plan.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.

This will be the last City Council meeting for 2021. The next City Council business meeting will take plan on January 4, 2022 at 6 p.m.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
