Topics include Annual Photo Contest Winners, Volunteer Firefighter Retirement System, and Fire Station 22 Replacement.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

A business meeting will take place beginning at 6 p.m. on Tuesday, September 6, 2022. Details of the items on the agenda are listed below.

  • The Palm Coast City Council will read a proclamation recognizing September through November as Half Cent for Flagler Schools Months. Continuing the 1/2 cent for Flagler Schools will provide outstanding Classroom to Careers programs, will provide an estimated additional $80 million over the next 10 years to Flagler County, and will not raise taxes.
  • The Palm Coast City Council will read a proclamation recognizing September as National Recovery Month. The 2022 National Recovery Month theme is “Recovery is for EVERYONE: Every person, Every family, Every Community” which explores how integrated care, a strong community, sense of purpose, and leadership contribute to effective treatments that sustain the recovery of individuals experiencing substance use disorder.
  • The Communications & Marketing Department will present the winners of the 2022 annual Photo Contest. This contest runs annually through June and July and encourages residents to submit photos depicting the quality of life in Palm Coast. One winner per category is honored at a City Council meeting and the photos are used throughout the year by the City for marketing purposes. 
  • The Community Development Department will present an ordinance establishing the Landings Community Development District. A CDD is a special purpose unit of government that is utilized to acquire, finance, operate, and maintain the infrastructure within a planned development. The City or County approving such an ordinance establishes the CDD is not a party to the financing and does not incur any obligation for this infrastructure debt.
  • The Administration Department will present an ordinance amending a portion of the Volunteer Firefighter Retirement System and Trust Fund, specifically section 2-531 on benefit amounts and eligibility and section 2-549 on supplemental benefits. Since its inception, the Volunteer Corporation is 100% funded by donations and does not utilize City dollars. 
  • The Engineering Department will present a resolution approving expenses related to the Holland Park Splash Pad repair. This item is to approve a not-to-exceed amount of $92,470 with Martin Aquatic Design & Engineering to complete the design to correct the deficiencies and prepare a bid package to be issued for construction. During the assessment, it was determined that complete removal of the splash pad surfacing material that has failed be removed, so that further analysis could be conducted. The removal occurred the week of August 22, and survey work was conducted the week of August 29. A mediation date with the involved parties has been established for October 5, 2022, and all exhausted expenses will be part of the costs the City seeks to recover through mediation. 
  • The Parks and Recreation Department will present a resolution approving an interlocal agreement with Flagler County for a Countywide Parks & Recreation Master Plan. Flagler County and the City of Palm Coast are proposing this comprehensive Interlocal Agreement for Countywide Parks and Recreation to serve the communities of Flagler County and Palm Coast. The Master Plan will assess the needs and priorities of the City and County. The City and County propose each will contribute $100,000 toward the cost of the preparation of the Master Plan to obtain a consultant contingent upon the adoption of the FY 2023 budget.
  • The Engineering Department will present a resolution approving the purchase and sale contract with Robert D. Albert and Gail B. Albert, Trustees of the Robert D. Albert and Gail B. Albert Revocable Trust dated May 8, 2018, for the property located at 350 Palm Coast Pkwy NE. Fire Administration and City Staff analyzed potential sites for the replacement of Fire Station 22 in the area and sought an appraisal for the land at 350 Palm Coast Parkway NE. Staff and the property owner have agreed to the appraised price pending City Council approval.
  • The City Clerk will present a resolution certifying the 2022 Primary Election Results. On August 23, 2022, the Palm Coast City Council District 2 seat was on the primary election ballot. No candidate for the District 2 seat received the required number of votes to take the seat during the primary election. Therefore, the top two candidates with the highest votes will move on to the General Election in November.

The following items will be presented as consent items for approval:

  • Resolution approving a master price agreement with Ferguson Waterworks and Frontline Inc to purchase various utility supplies.
  • Resolution approving the installation of fiber and purchase of equipment to connect the I-95 water tank.
  • Resolution approving a contract with Uniti Fiber LLC to provide data transport services.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
