City Council Approves New Residential Solid Waste Collection Agreement

The Palm Coast City Council approved a resolution for a seven-year residential solid waste agreement with FCC Environmental Services Inc., to begin on June 1, 2023 at the July 5th City Council meeting.

The Palm Coast City Council approved a resolution for a seven-year residential solid waste agreement with FCC Environmental Services Inc., to begin on June 1, 2023 at the July 5th City Council meeting.

The City of Palm Coast began the standard procurement process by issuing a Request for Proposal (RFP) for a new solid waste service contract in February 2022. The previous contract expired in June 2022, when a one-year extension to the contract went into effect. That extension expires on May 31, 2023.

Three proposals were received from the RFP. A five-person selection committee evaluated those proposals based on experience, qualifications, staffing, proposed resources, level of service, and implementation plan. The two top-ranked companies were invited to present their plan for Palm Coast to the selection committee.

The evaluation process found FCC met all qualifications as well as an increased level of service for Palm Coast residents, which included:

  • More pick-up routes
  • Fewer residential addresses per-route
  • Enhanced software and technology capabilities
  • Detailed and comprehensive implementation plan

A notice of intent to award was presented to FCC Environmental Services on May 31, 2022. City staff then commenced negotiations with FCC to finalize the service agreements.

Services will continue to occur twice per week for trash, and once per week for bulk, yard waste, and recycling. The negotiated residential rates is $32.32 per month. The new rate will go into effect on June 1, 2023.
